I found out how to do it. Go to this file location: C:\Users\YourName\AppData\Roaming\WB Games\LEGO® Harry Potter™. Open the settings file and change ScreenRefreshRate to 144 or whatever your refresh rate is. Don't forget to set the file as read only so the game doesn't force overright the refresh rate.
